When the economic recovery stalled and the housing market showed no sign of turning around quickly, projections for a housing recovery were pushed out two, three and even seven years.&lt;br /&gt;Ken Rosen, chairman of the Fisher Center for Real Estate &amp;amp; Urban Economics at the University of California, Berkeley, believes that home prices have bottomed and are increasing in areas powered by strong job growth. However, even in places where prices are rising, they are not rebounding.&lt;br /&gt;Not all economists agree that home prices have hit bottom; many anticipate another 5 percent price decline over the next two years.&lt;br /&gt;Rosen gives a 65 percent probability that the recovery will be choppy. He forecasts a 5 percent chance of a strong recovery and a 30 percent chance of a double-dip recession. Factors holding a recovery back: a general sense of uncertainty that undermines consumer confidence; millions of unsold foreclosure properties; high unemployment; cutbacks in services; and tight credit conditions.&lt;br /&gt;In some urban areas of the country, like Atlanta, Chicago, Miami and Phoenix, it may be more advantageous to buy than to rent. Apartment rents have been rising due to increased demand for rentals from people who have lost their homes in foreclosure, empty nesters trading down, people with jobs who have decided not to buy, and people who would like to buy but who can't qualify.&lt;br /&gt;The same lenders who gave risky mortgages to buyers who couldn't afford them in 2005 and 2006 are now making it difficult for qualified buyers to get financing. It used to take a credit score of 620 or more to qualify for a conventional mortgage. In those days, loans to buyers with 5 to 10 percent cash down were readily available.&lt;br /&gt;Today's buyers need a credit score of 760. Some conventional lenders require a 20 percent cash down payment. If the buyers are self-employed it can be more difficult to qualify. It's a great time to trade up, but most buyers can't qualify to buy the new home without first selling their current home.&lt;br /&gt;One of the best things that could happen to the housing market at this point would be an easing of credit-qualifying standards -- not to the ridiculously low level of several years ago, but to a level that would enable more creditworthy buyers to take advantage of today's low interest rates and relatively low home prices.&lt;br /&gt;Good news lately bodes well for the future, but you should anticipate continued volatility. The jobless rate dropped to 8.6 percent nationally in November, the lowest level in 2 1/2 years. The consumer confidence index rose 15 points in November, to 56. Although encouraging, if the economy were on solid ground we would expect a reading of 90.&lt;br /&gt;HOUSE HUNTING TIP: It's a good time to buy a home in many areas of the country. However, it's only a good time if you buy for the long term and you have realistic expectations about what buying a home will entail. It will require maintenance, which costs money and takes time.&lt;br /&gt;Your home is unlikely to be the cash cow that most buyers expected -- and many achieved -- during the bubble years. According to Robert Shiller, Yale University economist, home prices track, on average, with the inflation rate over long periods.&lt;br /&gt;Renters with good incomes and good credit who are tired of moving could benefit from buying a home now. Just be aware that if we go into a double-dip recession, prices could drop another 10 percent in some areas. A few years back it seemed that having a heartbeat was the requirement for obtaining a loan. They then found out that was not a good idea.&lt;br /&gt;In my years in Real Estate, I have seen the loan Pendulum swing back and forth. At one point you needed to prove you can pay your loan with all cash within a week of closing before the underwriters would give you a loan. Then they started loosening up, only to swing back again to wanting your firstborn to prove they could work for the bank 100 hours a week during the duration of the loan before &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;pre&lt;/span&gt;-qualifying you.&lt;br /&gt;Then, around the &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_1"&gt;beginning&lt;/span&gt; of this decade, they decided everyone should be able to get a loan, even if you were a student and you did not have a regular paycheck, you could get a trillion dollar loan!&lt;br /&gt;It is now 2010. not only do you need to prove you are an actual person, the banks now demand proof for everything you do. It is possible to get a loan, but now, you have to prove you CAN pay the loan off in the time &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_2"&gt;allotted&lt;/span&gt; by the terms. So, when applying for a home loan, be sure to bring all your records. Call ahead to see what they will &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_3"&gt;request&lt;/span&gt; from you. If you are obtaining gift money, be sure to have the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;giftor&lt;/span&gt; sign a letter that they are, in fact, gifting you the money. The lender may also ask for a copy of the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;giftor's&lt;/span&gt; bank statement to be sure they have the resources.&lt;br /&gt;Obtaining a loan does take a little longer than before, but if you do your homework, and work with a great, communicative lender, it can go a lot smoother then the horror stories you hear out there.&lt;br /&gt;As always, if you are considering Buying  a home, call me. There will be a new modeling system for FICA scores, it could help a lot of people improve their scores, and a better score could mean a better rate. I have lived in &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;Oroville&lt;/span&gt; for over 35 years and have found the area to be full of recreational activities. There are a lot of destinations in the area that would be perfect &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;staycation&lt;/span&gt; destinations, especially if you are from the Sacramento area. You can leave the traffic behind, and cruise the back roads into the northern gold country.&lt;br /&gt;Places you can visit include &lt;a href="http://www.orovilleareachamber.net/index.php?option=com_content&amp;amp;view=article&amp;amp;id=62&amp;amp;Itemid=71"&gt;Lake &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;Oroville&lt;/span&gt;&lt;/a&gt;. It is home to the nation’s tallest Dam. Lake &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;Oroville&lt;/span&gt; has 167 miles of shoreline at capacity. Although the Lake is low at the moment, there are plenty of places to explore, fish, water ski, or camp.&lt;br /&gt;&lt;br /&gt;You can visit &lt;a href="http://outdoors.webshots.com/album/553359497eIdwrI"&gt;Bald Rock&lt;/a&gt;. This is a mountain that has exposed granite rocks. You can hike around and see different rock formations such as an eagle.&lt;br /&gt;Another fascinating place is &lt;a href="http://www.fs.fed.us/r5/plumas/publications/pdfs/hiking/fr_featherfalls_infomap.pdf"&gt;Feather Falls&lt;/a&gt;. This is the 7&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;th&lt;/span&gt; largest falls in the Nation.&lt;br /&gt;&lt;br /&gt;There are a couple of great casinos in &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;Oroville&lt;/span&gt;. &lt;a href="http://www.featherfallscasino.com/"&gt;Feather Falls Casino &lt;/a&gt;has gaming machines and table games, along with 2 sit down restaurants, a &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;TacoBell&lt;/span&gt;/ Pizza Hut express, a lounge, Hotel, gas station, and &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;KOA&lt;/span&gt; campground.&lt;br /&gt;&lt;a href="http://www.goldcountrycasino.com/"&gt;Gold Country Casino &lt;/a&gt;features a 6 story hotel/ casino, Bowling alley, Games, 2 restaurants, and a large Poker room. Both Casinos feature large theatres for great live entertainment.&lt;br /&gt;&lt;br /&gt;For car enthusiast, you can take many beautiful drives throughout the area, including &lt;a href="http://www.plumascounty.org/Communities/FeatherRiver.htm"&gt;Highway 70 Scenic byway.&lt;br /&gt;&lt;/a&gt;&lt;br /&gt;There are also many other lakes you can visit in our area, including &lt;a href="http://www.chester-lakealmanor.com/"&gt;Lake &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_9"&gt;Almanor&lt;/span&gt;&lt;/a&gt;, &lt;a href="http://www.buckslakemarina.com/"&gt;Bucks Lake&lt;/a&gt;, &lt;a href="http://www.fs.fed.us/r5/plumas/publications/pdfs/rec_areas/littlegrass_map.pdf"&gt;Little Grass Valley Lake&lt;/a&gt;, Lake Collins, Lake Davis, Black Butte Lake, and &lt;a href="http://www.bullardsbar.com/"&gt;New &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;Bullards&lt;/span&gt; Bar Reservoir.&lt;br /&gt;&lt;/a&gt;&lt;br /&gt;Do not forget the valley attractions, such as the &lt;a href="http://www.dfg.ca.gov/lands/wa/region2/graylodge/index.html"&gt;Grey Lodge Wildlife Area&lt;/a&gt;, or the &lt;a href="http://www.oroville-city.com/sightseeing/wildlife.html"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_11"&gt;Oroville&lt;/span&gt; State Wildlife area&lt;/a&gt;. It is called the&lt;a href="http://www.christianencounter.org/"&gt; Christian Encounter Ministry Ranch.&lt;/a&gt; It is a place where the kids live and go to school in a healthy environment.&lt;br /&gt;They accept Kids who can or cannot pay the full tuition. Therefore, they must raise the money through fundraisers.&lt;br /&gt;The Agony Ride is the biggest fundraiser.&lt;br /&gt;The goal: People Bike, people pledge money.&lt;br /&gt;This is a 24 hour bike ride. Riders go the furthest they can in that time. I will try for 100 miles. I may not make it, I may make more.&lt;br /&gt;The ride is an amazing ministry of its own. It brings a lot of people together, and it shows the young people that people really do care about them. The agony ride takes place at and near Loyalton, CA. Luckily, it is a flat location with not too many hills. There are riders there, and a whole bunch of support people there too. There were tremendous amounts of acreage burnt. 50 or so Homes were lost in the Camp fire, and about 70 homes were lost in the Humbolt/Palermo fires. All of these people are friends and neighbors. One of our citizens lost their life in the fire, and one of our Firefighters lost their life during this terrible time.&lt;br /&gt;&lt;br /&gt;It is important that we rally around our friends and family to help them as much as we can.&lt;br /&gt;There are several ways to do this.&lt;br /&gt;&lt;br /&gt;1. Be a friend. Some people are grieving the loss of their possessions. Although it is not the ultimate loss, it can be a emotional and trying time. Please take time to listen to your friends.&lt;br /&gt;&lt;br /&gt;2. Donate to Charities. The Red Cross, and the Salvation Army are great places to begin. The following is from the &lt;a href="http://www.chicoer.com/ci_9669545"&gt;Chico Enterprise Record. Contact Celeste Silva, 533-9622.&lt;br /&gt;&lt;br /&gt;Fraud&lt;br /&gt;&lt;br /&gt;The most common fraud that occurs in the aftermath of a disaster involved price gouging, offers of debris removal, and charitable solicitations.&lt;br /&gt;Property owners are warned about unlicensed building contractors who may be approaching homeowners about repair and rebuilding work. If the job is over $500, the contractor must be licensed. The Butte County District Attorney's office has a hotline number for reporting fraud: 1-866-323-7283 or on the Web site www.buttecounty.net/da&lt;br /&gt;In addition, the California State Contractors Licensing Board has a list of licensed contractors available at www.cslb.ca.gov or 1-800-321-2752. It is also taking complaints about possible fraud.&lt;br /&gt;Also, the California Department of Insurance is taking complaints regarding insurance claims and fraud at 1-800-927-4357.&lt;br /&gt;&lt;br /&gt;You should also check with your congregation about donating.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Again, this list is far from complete. I have not verified all these programs. It is important to give to charities you feel comfortable about giving to!!!&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;div&gt;3. Go to your friends and help them out directly. You can either help them with daily chores, or provide them with meals. I would &lt;strong&gt;not &lt;/strong&gt;recommend that you help with clean up, but if you decide to help clean up,&lt;strong&gt; Do only the work you can do. There are a lot of hazardous debris in the homes and in the ashes, so be careful, and when in doubt, call in a professional.&lt;/strong&gt;&lt;/div&gt;&lt;div&gt;&lt;strong&gt;&lt;/strong&gt; &lt;/div&gt;&lt;br /&gt;4. Prayer works. There were a few subdivisions made in anticipation of great throngs of people who were bound to want to live by the Lake.&lt;br /&gt;Unfortunately, there were not the great numbers some had hoped for. And the powers that were behind the huge dam did not fulfill all of their promises. So, although we had a lot of visitors, Oroville was not bringing in tourist close to our potential.&lt;br /&gt;Now, we seem to have a little buzz within the community with lots of projects completed and in the works that will bring more tourist in. Most of these projects are located near and next to the beautiful Feather River that runs through Oroville.&lt;br /&gt;The biggest so far has been Riverview Park. It is a large area fit for leisurely strolls or large gatherings. This park includes a water spray fountain that children and some adults find fun in running through the water spray. there is also a children's rock climbing area, a sand play area, and for the children in all of us, a beach on the river, bike trails, a disk golf coarse, and a fitness coarse. There are also large shelters for picnics and events.&lt;br /&gt;The new Centennial Park is located near downtown and has a beautiful arbor and walkways between flower beds full of native and beautiful plants. There is an overlook above the river perfect for viewing or an outdoor concert. The park is located next to the new antique tool museum, the Municipal Auditorium, and the Chinese temple.&lt;br /&gt;For a more reflective view, a new veterans memorial is now underway just north of the Veterans hall. It will be a great place to honor and remember those Americans who gave their lives for our freedom.&lt;br /&gt;Back down river is a fairly new Skateboard/bike park that attracts quite a few of our talented kids. This place was built to satisfy the kids by letting bikes and skaters in the park at the same time, without getting in the way of each other! Since then, other cities has followed the ideas born in this park.&lt;br /&gt;Up the river is a small nature center. This is a great place for learning about the native natural resources in the Oroville area.&lt;br /&gt;Coming soon is a Gateway project near highway 70 which will include a visitor center, chamber of Commerce, and hotel. All of this will be connected to the river.&lt;br /&gt;There are preliminary plans for a white water park just up the river from downtown. This is already designed with water pressure already in place. It is still a great time to buy, and I do not think we will see the type of flipping that occured 2 years ago for a very long time. However, I can see that prices will stabilize, and perhaps start rising by the end of this year. Rentals in Oroville are still in demand, which is what started the last drive up in homes in the Oroville area.&lt;br /&gt;&lt;br /&gt;Dont forget the interest rates are low, and there is a ton of inventory for buying. This makes the perfect market to buy a first home, or rentals homes to rent and sell in the future.&lt;br /&gt;&lt;br /&gt;As a Seller, be patient with Your Real Estate agent, as they are doing their best to sell your homes. If you need to sell now, price it right, for most other markets are in the same boat, so if you need to buy again, you should get a good deal as a buyer!&lt;br /&gt;&lt;br /&gt;The best time to sell a home is in the bad times if you price it right and have patience. But we are not at 75,000 people quite yet. 75k people is a target for this area, I believe, as this is the number that stores will look at to decide to locate a store in an area. This is what I heard, so it may not be correct, but it seems to correspond to what I have seen.&lt;br /&gt;      Walmart has announced plans to expand to a Super center here in town. A few people here are afraid that this will curtail other stores from being here. I believe that will have a minimal effect, as we are close to the aforementioned magic number. When We are there, the stores will probably flood in.&lt;br /&gt;     New stores will bring with it new jobs, easier shopping, and less gas spent on going to another city to shop. Of coarse there are concerns regarding traffic and always environmental issues. But if we proceed with care, we should be able to minimize the impacts.&lt;br /&gt;&lt;br /&gt;     My thoughts on the environment is that we should not go overboard on mitigation, as there comes a point where we are damaging the environment rather than helping. Highway 149 was originally going to cost 50 million( not exact) then 80 million(ditto). But after the environmentalist were somewhat appeased, the cost ballooned up to 140 million(re-ditto). Now how much of the environment was destroyed, or animals hurt to get that extra 60 million? It had to come from somewhere.&lt;br /&gt;     Ok, rant over.&lt;br /&gt;&lt;br /&gt;     Well as You can imagine, I would like to be able to go to Target, Gottchalks, Mervins, Kohls, Circuit City , and Best Buy without filling up my tank, plus to get to this point, I have to sell more homes! I have been doing a lot of updating &lt;a href="http://featherriverproperties.net/"&gt;Feather River Properties &lt;/a&gt;website though.&lt;br /&gt;&lt;br /&gt;Real Estate is starting to pick up again. I think it is a combination of the season, the new jobs coming in, and the prices of homes for sale being closer to what the market will now bear.&lt;br /&gt;&lt;br /&gt;That jobs thing is great for Oroville. I have seen a few new businesses including a modular manufacturing plant opening in Oroville it is called &lt;a href="http://www.renewableenergyaccess.com/rea/news/story;jsessionid=ABFA85B99A28E49DCC05CE5EEF2F30A6?id=50122"&gt;Xtreme Homes&lt;/a&gt;. Also, a new &lt;a href="http://www.line-man.com/utility.php?load=nw-lineman-college.html"&gt;Line-mans College &lt;/a&gt;moved into Oroville. They train people to work on the highline power poles. Also, the County has expanded its workforce here in Oroville.&lt;br /&gt;&lt;br /&gt;I have a few new listings, to view them, &lt;a href="http://featherriverproperties.net/Residential.htm"&gt;click here&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;So all I need right now is a few new escrows, hopefully, &lt;a href="http://www.bible.com/"&gt;God&lt;/a&gt; willing, it will be real soon. I am a Realtor here in &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;Oroville&lt;/span&gt;, CA. I have been in Real Estate since 1991. This is my blog.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;I will talk mostly Real Estate here, but I may also post things related else where in my life.For example: The Christian Encounters Ministry Ranch fundraiser, the Agony Ride. I will be riding in this event and I hope to get in 150 miles (on a bicycle) in 24 hours. So if you want info on this, leave a comment and I will get back to you!&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;In the last few years in &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;Oroville&lt;/span&gt;, Real Estate prices have skyrocketed. Since the last half of 2005, it has flattened a bit. I do feel most of our increases has made up for the 1990s, where prices had not changed, and sometimes fell until near the end of the decade.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;We will see how things go from here. As of now, prices here are still a bargain compared to our neighbors to the South and North, and we are seeing increasing jobs in our area.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;Ok&lt;/span&gt;, the &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_3"&gt;advertising&lt;/span&gt; is done.&lt;br /&gt;&lt;br /&gt;I will also write on some Real Estate tips for everyone here too.&lt;br /&gt;&lt;br /&gt;So, if you have any questions regarding Real Estate in Oroville, feel free to leave a comment.
